I also downloaded a free guitar harmonics Halion soundbank and that installed correctly and showed up in both the library manager and in Halion itself. It's like the library manager does not understand that it is installed. I checked the Library manager and I have no soundbanks for Halion installed or registered whatsoever. Halion itself installs fine, but when I open it it does not have any soundbanks. I downloaded and installed Halion Sonic SE3. Ok, so this is strange and I don't get why.
